The original bill contained a little noticed “outbound investment” provision restricting investment in tech factories in China to keep U.S. cutting-edge technology secure and the jobs it creates at home. Musk is building big factories in China and is planning to build an AI data center there.
So he took to “X” to tank the original bill, with complete disregard for U.S security and the devastation a government shut down would cause. And it worked, as Heather Cox Richardson points out. The outbound investment provision was stripped out of the bill before it passed.
